Many of the games here score high points on being "open world" but aren't really good sandbox games.

Just Cause 2 takes the cake in this regard. For one it has like the biggest video game map

I have ever seen and there is so much diversity in the game world from an urban metropilis to thick jungle to white pearly beaches, Just Cause 2 has it all.

GTA IV has a much smaller map size, but, it has a wealth of detail with all the pedestrians actually doing something realistic instead of wondering around like a bunch of mindless zombies like previous iterations.
