From your list and except Fallout which is in development, I doubt any of them will ever see the light of day. Most of them are old, already forgotten franchises.Â
Mine are
Baldur's Gate 3 (will probably never happen)
KOTOR 3 (very unlikely)
Max Payne 3 ( difficult but not impossible)
NOLF 3 ( impossible given Monotliths' game focus nowadays)
STALKER 2 (It will take ages, plus they still havent finished 1)Â
and of course a proper non-Bethesda Fallout 3

Even though it's a great game, it'll be very difficult to write good story for the sequel to this one... but they could make an adventure game that takes place GF, but where you play a different character (one who doesn't work at DoD). During the game you might end up meeting Manuel "Manny" Calavera (and some of the other characters from GF) :) Anyway, other sequels I'd like to see: Syndicate 3, a Theme Hospital remake (by Will Wright... yes I know about Hospital Tycoon 'soon' to be released, but I have my doubts about hte game), SimCity 5 (yes they're making it... but so far we know nothing about it), Fallout 3 (same) and a sequel to The Longest Journey (I'm trying my best to ignore the failure called Dreamfall)Grim Fandango

They are sort of working on it, but it's called Helldorado: (and has a different publisher) http://www.gamestar.de/index.cfm?pid=6&pk=52552 Unfortunately there's not many who knows about this (Gamespot, why don't you keep an eye on this?), and there's not much news about this game (most sites mentioning this game is in French, which I don't understand... a few in German, but they're only saying the game is in production)8. As mentioned before:
Star Wars: Knights of the Old Republic (I predict this game will happen although not for some time. According to the latest interview, although Obsidian asked to do it, but Lucas Arts said that they want to do this game themselves.)
Vampire: The Masquerade - Bloodlines 2 (This will never happen since Troika is around, and White Wolf won't give up the rights to it. Poor sales killed the chance of a sequel as well as Troika Co.)
Indigo Prophecy (I would prefer a prequel of Carla and her partner, but neither of these games will not happen either way.)
Dreamfall 2 (This game is actually good to go and to be release in oline-only installments. Surprisingly, this game is being funded by the Norwegian government.)
NOLF 3 - (This game won't happen since Monotlith not interested in making another one. Poor sales of NOFL 2 probably killed the chance of a sequel.)
Max Payne 3 - (Chances of this game will happen is very small. Remedy Entertainment' is making Alan Wake and said they will not make Max Payne 3. Although if Max Payne: the Movie ever gets release and has big success, chances of seeing this game would greatly increase, me thinks.)

It's not up to Remedy anymore. The gaming license gathers dust at Rockstar and they are to blame. All they care about is giving about 3 GTA games per year while leaving MP fanchise behind.Â
Xcom and AvP are on the top of my list.
Besides that, I would really like to see a sequel to Quake 4, Republic Commandos, Freelancer and Indiana Jones
I'll add my voice to a call for Max Payne and Descent Freespace, and second the guys who mentioned Wing Commander and a true Rainbow Six sequel (Lockdown and Vegas don't count).
But also let me add my own old, dusty, never-to-be-resurrected franchises to those of the original poster. :)

Planescape: Torment needs a spiritual successor. It wouldn't have to have a similar plot or setting or such but the writing in it is still by far the best in any game ever, and we need more games like it.
 Personally I think the fallout series should be left untouched. There's only one developer I believe would be able to make a proper sequel to the first two, and that's Bioware.
I second that. It's too bad that Bungie is too busy with Halo. Hopefully it'll move on to something better after number 3. Bungie is a very talented team that is very good with strategy games. Myth 2 absolutely rocks.6) Myth 4
