A GPU already uses a high level of paralellism, so you can't compare it to the same design philiophies you do with with CPUs. When you go from say an HD 4870 to an HD 5870 they add twice the amount of hardware, that makes it twice as fast, no need for "cores", it's already a parallel process by nature.
