Need help in making Sniper Rifle more accurate in Fallout 3?

I know there should be a way using the GECK. Any ideas.

Level up and increase you traits and special attributes to make yourself more accurate... Oh, and you should seriously consider getting New Vegas. It's everything Fallout 3 should have been.

Oh, I am, have a friend who has it and I love the Sniper rifle in it. That should have been in Fallout 3! 8)
