I don't know about boring, but I do find certain things about it annoying. I can play Morrowind without mods (not counting patches) and still have fun, and I played much of Oblivion without mods, but once my high-level warrior-type character in Oblivion got killed by a mountain lion in just three pounces, and with all the hits even goblins took to fell before that, I decided that I'd need to mod the hell out of it before playing it again. The level-scaling system utterly ruined my fun with the game. Do people who have fun with the game despite not leveling efficiently just not play for very long with any given character? It baffles me how anyone who's gotten high enough in level and actually does combat can still give the game a high score and/or a glowing review.

Things tend to get really tough when your character level is in the teens, but the game mostly balances out again around level 20. But if you really play your cards right, nothing can stop you. You've got to pull out all the tricks though. Hacking and slashing through the game with some +damage-enchanted gear and heavy armor is only going to get you so far. The thing is, trying to play a "pure" class in Oblivion isn't generally a good idea (although it can be a fun challenge). The game gives you all kinds of skills and tools with which to succeed in combat, and there's really nothing wrong with utilizing any trick or tactic that works for you.
Utilizing block and weapon skill perks such as knockdown and paralyze is critical, for one thing. Buff up your agility rating to minimize being staggered or knocked down (especially with heavy armor). You should really augment your melee skills with some offensive magic as well. Poisons are invaluable at any level and utterly indispensible at the higher levels. Train your Mysticism skill to 25 so you can cast Soul Trap to keep your enchanted gear charged up. Train your sneak skill a bit and then use invisibility potions to get in close and open with a critical strike. You don't have to multiclass to be successful, but having a few decent skills outside your primary class can make a huge difference. And all of this holds true even when using the "overhaul" mods.

Actually, reviews mean everything. Reviews are opinions, and if they mean nothing, then yours means nothing too. The facts are, that there were only two games (as far as i could find) with higher scores and more votes - HL2 and WOW. So for every person saying that Oblivion is boring, there would be 50,000 that would say otherwise.

Reviews shouldn't be opinions. They should be cold, hard, spoilerless descriptions of the game to help people decide whether the game is worth a purchase or not.
You are stating your "facts" ignoring far too many factors that would make any knowledgeable person laugh at what you said.
Besides, you don't have a single thing to use as backup.
Please don't resort to logic holes and wanna-be facts next time.

And yet the environment actually had a unique style and artistic direction to it, as well as actual atmosphere unique to the environment. Something with creative flair. Oblivion did have some excellent dungeons, and amazing scenic locations, but it did feel like predictable wrpg land 101. But hey quite a sum of the game reflects that, so I guess it all fits snugly together?
