orange box game pad help

how come on orange box (except for portal) if i enable game pad i can only use the top control stick on my 360 controller? I was wondering if someone could recommend a [free] program or solution that lets meplayorange box on my 360 controller FULLY. Ex: use left secondary shoulder button to sprint, use Y to turn on flashlight, etc. i'm talking about EVERY SINGLE orange box game other than portal. Do NOT recommend pinnacle game profiler
