Pirates of the Caribbean fits, but the game is pretty weak, overall and uses some fantasy map for it's limited colonies. Does have a role play element in it, as in a main story quest. It's basicly Sea Dogs II and probably would have been named that if it weren't for the movie. Uses the same exact engine. Gogamer.com has it for under 14 currently....
Then there is the 3rd one, which probably should have been called Sea Dogs III. Age of Pirates Caribbean Tales Gaming interface is better, you hire people to improve stats and such and it uses a map that's closer to the real Caribbean, but their isn't much of a story and the sword battles aren't at all fun. Amazon.com has it for under 10 bucks.
And the most recent is Age of Pirates 2: Abandoned Ships. But I know nothing about it. Being it new it should be easy to find and, most likely, not cheap. Ratings don't look good, though.
