Steam has been around over 6 years , sorry you didnt have the sense to check the online activation for a game or use a trusted seller before buying.
You can't unregister games on Steam. Once they are tied to an account they are there forever. You also can't sell steam games or sell steam accounts.
Can't you report them via paypal/ebay for not supplying a correct product? Selling a game already registered on Steam should be grounds enough for their accounts to be frozen because clearly it's fraud.
If you are trying to avoid games that can be registered on Steam then have a look at this list on the Steam Knowledge Base (although strangely it doesn't list DIRT 2)
Dirt 2 uses GFWL also. You can sell steam accounts. Its just that if you get caught the ban hammer shall fall hard and fast. Most steam accounts for sale are stolen ones anyway. I have rarely been able to buy a brand new sealed game as the prices in the UK are quite extortionate at thatNorthernRosesYou must be joking. I basically only buy games from the UK because I'm paying like half the price there.
Cheers for the list nutcrackr. Yeah I should have reported it to eBay at the time but it didn't occur to me until I was talking about it the other day. It IS possible to get a previously registered game on Steam transferred to another Steam account - in certain circumstances. I know as I have gone through this process once and managed to get a previously registered copy of HL2 transferred onto my account.
First read this Steam article on Proof of Purchase
You need to raise a Support ticket with Steam. Give the circumstances - bought game via ebay, didn't realise it was registered / thought it was new etc. Then you need to attach an image of the card from the box giving the CD key. The link above gives details on what you need to write on the card, to proove that you have it, and the details of the account you want it registering onto.
This isn't an instant process and may require several emails over a few days. It took about a week for mine to be done, though much of that delay was time zone difference in being able to communicate with Steam Support. Once the transfer is complete you will be able to activate and play the game you bought, and the original owner, if they try while logged into Steam, will find they have been de-activated.

I noticed something about the registration code, it is able to be changed, from the existing user, to the now new user of the product. But, steam only accept to change it if you have a receipt of your purchase, as long as it was bought from a legitimate retailer they'll do it, but, they class auction sites as third party's so they wont accept receipt of purchases from sellers I.E. eBay. That's as I understand it thus far. So it's a bit of a kick in the head there. The only feasible idea is having eBay preventing sellers from selling registered products. But then I guess it's only going to get technical, whilst giving people headaches they don't want to be having. Hahah yeah I buy from GAME UK sometimes and all their games are pretty much half price, kinda like Steam for the most part :P
Anyway report these people to eBay and they'll sort it out for you, they're pretty good with these things.
