A fan/heatsink I just bought comes with a thermal pad that I want to remove, and I know that it is best to use alcohol to do so. I've got some isopropyl rubbing alcohol, but the cheap garbage is only 70% alcohol by volume, with the rest being water. Should this be fine for getting rid of the pad, or should I get something with a higher alcohol volume?

I would use something with a higher alcohol volume. It really needs to be as high as possible, so that the alcohol can vaporise once it touches the pad, otherwise you end up with water on the components. Not a good thing, water and electricity still aren't friends, and propably never will be. :) You should get pure alcohol at the local pharmacy, that's where I always get it from. It's not cheap, but not too expensive either, while it does the job well.
