i got it free on gametap and its a pretty frustrating/confusing game. do you think i should still play it anyways? do i need to play it to understand the story? or is it like the elder scrolls games where the only thing they have in common is the same game unuverse?

No you don't need to play the older ones to understand the story, also Fallout 3 is a different type of game.

You should definitely play it. Fallout 1 and 2 were a couple of the best RPG's ever made.

I just played Fallout 2 like a week ago. XD

You don't need to, but it would be a good idea if you want to understand everything they mention in Fallout 3

It also makes it easier to have a conversation with hardcore Fallout fans ;)

Yeah right, hardcore fans of any game (especially the PC RPG genre) are hard to talk to no matter who you are. They think they're something special, it's kind of funny really.

well, you should play fallout 1 & 2 for the sake of playing two great games. however, i doubt that playing fallout 1 & 2 will somehow prepare you for fallout 3, because fallout 3 is fallout by name and not in spirit.

Fallout 2's timeline was created from a bunch of things that occured in Fallout 1 and there were a bunch of easter eggs that relied on knowledge from Fallout 1 (like the fact that you can run into a dog called Dogmeat.)

Fallout 3 occurs because of the events in Fallout 1 and 2 but who knows what other links the games will have seeing as Fallout 3 is made by a different developer.

I really tried to get into Fallout, but just couldn't do it. The time limit was too frustrating, and the graphics looked like vomit. It also felt very rough around the edges...not like a game put together by a team of professionals, but something someone put together as a pet project in their spare time.

there's a patch that removes the time limit.

Yes because they are the greatest RPG games ever, and to realise how The Elder Scrolls V: Fallout 3 will suck big balls.
