Not really, there is a lack of open world sandbox TPS's. There is mafia, but it is somewhat older and more story based than GTA 3 was at the time.

I played Hulk, Prototype, Mercanaries 2, and Godfather. I am willing to play scarface.

FarCry 2 was basically a GTA clone. Except instead of being in a city, it took place in rural Africa.

Mafia, Driver Parallel Lines, True Crime, Total Overdose, Just Cause, The Saboteur. All of 'em GTA-like.

I recommend The Saboteur. It's GTA in Nazi-occupied Paris.Engrish_Major

Crackdown is a sandbox type game, where you fight crime using weapons and super powers.

Can't say I enjoy any one of them. Saboteur looks like the one I will pick
