Nope - the further you get into the game, the more you'll see.
They're basically just large cliff racers - annoying as hell, and completely unsatisfying to fight after a while (Actually, I preferred cliff racers. At least those went down quickly).
It's boring because the dragons don't scale very well. Not pun intended. They get to a certain level and just kind of peak and it's not long before you get much stronger than them and destroy them. But even bring a companion with you and they even seem to be stronger than them and kick their ass. The dragons, in a game all about them, are a bit of a joke

The there will come a point you will be used to that difficulty and will be able to dominate yet again at some stage. The same rules apply because the levelling mechanics are the same. They just start off harder and get even harder compared to normal. The dragons are just bad in the game, which is unfortunate because I used to love when they showed up. Now its "oh there's a dragon lets kill it and get it out of the way" and it goes down in like 4 blows.

well....then i guess the best bet would be (until a mod comes out getting rid of them or something) to start over with a new character and never do the main quest, because i'm pretty sure that you have to advance the story with beating that first dragon to activate dragons throughout the rest of the world
that's what i've heard at least

Yeah I guess so. Shame though because the dragons could have been so much better
They're not quite as annoying as cliff racers were. But they are definitely far more interesting. Early in the game I found them to be awesome. Then later I was starting to get tired of them, mainly because I was fighting them alone and my lower skill level took awhile to defeat them. But now I am 100 hours into the game, I don't mind them. Yes they are very easy to beat now, but I still enjoy them. And I like having my companion help, or sometimes do most of the work. It's fascinating that still after defeating so many of them, each one still does something different or unexpected that I hadn't seen before.
But I think there is a glitch in the game with their pacing or whatever triggers them. One time, when I was like only level 7 or so, I had to fight 5 of them at once. In one area they kept spawning. Of course having five dragons on screen at once caused my framerate to crawl. Since fast travel is disabled during battles, I somehow managed to kill a couple then run away until they disappeared.
Except they would chase you for ever. At least you can run away from dragonsNope - the further you get into the game, the more you'll see.

I'm in about 20 hours/level 23 and haven't seen a single dragon yet. I guess that's what I get for not yet visiting riverwood.

Dragons, AKA Firebreathing reptilic cliffracers with bloated lifebars unless you exploit the obviously broken perk system to be able to kill them with a single blow.
Making Dragons unlimited was a big mistake and one of my biggest gripes with Skyirm. I agree, Cliffracers are a much preferable alternative to the mess we got instead, I even prefered Oblivion gates to dragons.
You guys know there are mods on Skyrim Nexus that raise the difficulty of dragons. I'm thinking about getting one myself, it's called "Deadlier Dragons" and I quite like the idea, so I might check it out. Just a suggestion. Gamerperson33
That might be the way to go. At higher levels they get ridiculously easy to kill.
