skyrim quest bug?

In the skull of corruption quest can't get erandur to go to the library. He stops on the stairs and won't move. glitch or doing something wrong?

If he's supposed to follow you, try going to where he's meant to follow you to, then use the wait function and wait for 1 hour. He might spawn right next to you.

I had to use a console cheat to open the locked door requiring a key, after that he continued.

Open the console with the ~ key, click the door, then type unlock and press enter.
