an underpowered card will definately slow down the frame rate, that is ur most likely problem

I bought it around 4 years ago i think, its a prebuilt compaq. And i dont really have a budget except just getting the best performance for the dollar. I dont want anything REALLY expensive like a 200 dollar one if i can help it.

You'd better damn-well hope it's in the computer case. Otherwise, I'm amazed at how you've been running your computer for the last four years with no power. ;)
Also, what model is your computer?
That's not the computer's model. If you can't manage to tell me the model number that's either on the front or the back of the computer, it's going to be hard to help you.
The best way to get the power supply's specs is to look at the sticker on it. Take the side of the computer off and look at the box the power cord goes into.
the problems in order of significance are...
1. terrible video card ( ancient, not even low end) NOT even a real video card!
2 inadequate amountt of ram. get 2 gigs. or 1 gig if only use for microsoft word.
3. terrible processor. not even low end again.
but then again.. wwhat game is it?
i suggest dont upgrade that comp. sell it for 100 dollars or so and use thta money to buuy amotherboard, then slowly build a new pc.
