steamed at steam

black ops 2 will not launch. Apparently steam is not in sync with cloud whatever that means. Didn't get any help from the steam site. Is there a fix for this other then sueing steam.

Just means you probably didn't give it time to sync your latest save with steam cloud, does it give you an option to upload your current save?
