Open up a game and play for 10 minutes. Then minimize, open task manager, and if your CPU graph has been sitting at 100% for the past 10minutes, then you are CPU bottlenecked.

Otherwise, and this is true for anyone with a dual core anything pretty much, you are not CPU bottlenecked. You just don't know what the term means.

WTH?

Do you even understand what a bottleneck is?
Having 100% CPU utilization |= a CPU bottleneck.

Might want to go read up on bottlenecking if you decided to make this post, since even the title is 100% false. EVERYONE has a bottleneck.
