I've been using HDMI, and it works pretty well but has some scaling issues with my monitor.

I want to try DVI, but when I set my monitor to DVI all I get is my desktop background. No icons, windows, etc.

I'm assuming there's a setting I have to change?

Are you using this on a laptop? It sounds like you are using this as a second monitor and it is currently in the Extended Desktop mode. Right-click on your desktop, go to Screen Resolution, click on the monitor that you want to have as your primary monitor, then check the "Make this my main display" box.

Just have the one monitor, desktop computer. Here's a screengrab of how that's set:

Although now DVI has no signal.

The icons and Taskbar/Start will only show on the secondary monitor if you Clone the display (have both monitors show the same screen) or make the secondary monitor your primary one. The Taskbar/Start will only be on the designated primary display.

On the screenshot, you have the settings at extended, not clone. Hence, no icons or Taskbar/Start on the secondary monitor.

If you have only one monitor, set your Properties to one/single monitor.
