Should own and why?; now thats a very challenging question.
Id like to choose a favourite, but that leaves out the why, so instead I'll say any game that has a nostalgic to it is a good game to the individual, Doom3, I dont particularly like the game, but the emersion is very good, I prefer rts truth told, but a first person rpg can draw you in more, doom 3 does a great job.
Number one would be COD 4 and tied is HL 2. There are other great games though. Thief, Medal of Honor, Splinter Cell, Quake, Unreal, Crysis, Bioshock, Soldier of Fortune, Duke Nukum, Doom, Max Payne, and Deus Ex. Gunman and Renegade were also entertaining. Did I miss some?
Most Popular all time on any platform = WoW
Best PC RPG = Planescape Torment
Best PC FPS = Half Life
Best Online Strategy = Starcraft
Best 1-player Strategy = Galaxy Civilizations II (never played MOO unfortunatly)
Best game ever created on any platform = Morrowind PC Version
Majesty Gold and Dungeon keeper 1 & 2.4StringSamuraiThose are EXACTLY the 3 games that I was just about to type... We're brothers, you and I!
Fallout 1 has aged like crap, I tried playing it again after all these years (and after FO3) and it didn't go over so well.
I can't think of any must-owns. All genres have improved significantly, there isn't really an old game that stands out above everything available today. Other than maybe a TBS such as the great Alpha Centauri. AC is still one of the, if not the best TBS games ever.

I disagree, I played Fallout 1 and 2 just recently and they are both still as awesome as the first time I played them.Â
The Elder Scrolls IV: Oblivion
There's just an endless amount of customization and depth to the game.
It'll give you a good couple of months if you have the free time to play it often... if not then it'll probably last you years :P

You shouldn't confuse depth and widht.

I'd say everybody should own World of Goo as it is the brightest possible future for PC gaming.
