I don't understand the love for TF2, it is one of the most spammy and dull FPS games out on PC atm.
BF2 is stll number one in terms of skill gap between a squad of noobs and a squad of veterans.

Definitely Counter-Strike
It's accessible (you don't need much of a hardware to run CS 1.6 or CS:Source)
It still has a huge player and fan base

Competitiveness and skill-based play are objective values. You do not "argue" them.
Just like everyone would agree that the pinnacle of skill based RTS is StarCraft, everyone would also agree that the pinnacle of skill based FPSs is one of the other games mentioned by kdawg88, although CS is always the first that comes to mind.
I was going to say Q3A, UT or Counter-strike but my answer would be Tribes without any doubt.
Starsiege Tribes is a very high skilled game with a long learning curve. Accuracy, vision, energy management, speed, map layout, judgement are crucial. Most importantly you are pretty much always thinking about things above and below you. Definitely the pinnacle of mp gaming.
Tribes isn't very active though, still a few players stick around.
To the CS anwers: is really the game as skill demanding as to master the Shock Rifle in UT series or the rocket and grenade launchers in Quake series? As long as I known Counter Strike doesn't even have strafe moves, and the game uses hitscan in almost any weapon, that is way more easy to use than weapons in which the projectiles have different speed traveling around the maps.

No they stuck with UT2K4 someone that gets it, did they really expect people to switch to an inferior game?... that is still active today, and will be around a few years down the road. What would you say fits that description best?

Quakelive period end of story go shove countercamp up your butt, and Team Fortress Console up your butt too. No jk they are all great gams, CS:source is great especially for zombie mods, and TF2 is jsut all out fun. But Quakelive pretty much destroys every FPS in terms of skill gap, speed and No-Lifeism.

Naaaahhh....they're all pretty equal in terms of 'no-lifesm' (nods head at innovative new term).Quakeworld, what other FPS still has a strong following after nearly 15 years and is the reason we have arena FPS today?
anything but quake3A/quake live is the wrong answer
i have been playing for 1-2 years and i still suck, but in CSS i got pretty decent in about a few months of lots of playing. quake is just so fast and requires ridiculous amounts of precision. also you need to master every weapon unlike CSS where you master the ak, m4, awp and deagle and your pretty good to go (i still suck at CSS, but not as much as i suck at quake)

tribes was crazy back in the day I still can't believe no game still come close to it in term of skills required.
I'm going to say Team Fortress 2. TF2 took me hours and hours to get good at and that's one of the things I enjoyed most. It really is a great, rewarding feeling when you get to the stage of topping leaderboards and steam rolling people. Too bad the updates ended up turning a good thing into a bad thing.
TF2 will be sorely missed by myself and many others :( *cries in the corner*
