I want to get arma II Combined operations, but I was waiting to see if it will go more than 20% off. Think it will sometime during the sale?

You only have to wait a little longer anyway so be patient and see if it goes down. It would be awful if you bought it and the next day it was much cheaper :P
It remains to be seen whether Bohemia Interactive will offer a sale since their very niche game, Arma II, has seen a lot of popularity because of DayZ. Personally, I won't be getting it unless it's 60%+ off. I have no interest in Arma II, and DayZ is still a fledgling/buggy mess of a mod. And in my opinion, BI is kind of a crappy company if they don't offer more of a discount than 20%. Arma II has been 75% off in previous sales, and the ONLY reason they're holding back is their current hype popularity due to DayZ. I understand that devs need to make money, but they've already made a TON of unexpected sales due to DayZ, and they will continue to do so, no matter the price point.
I think a serious issue is actually server capacity though, if they did 60% off there would be an even larger influx of players into the already overcrowded servers. Am I incorrect in thinking that people set up their own servers to host? If I am, then that does make sense, but they should have enough money now to increase their server numbers. I was under the impression that anyone could rent/host a server. But the overcrowded servers may just be your location, though.

Wait, but apparently the devs themselves confirmed that it will not go on a sale, just this 20%, or 25% iirc on their own store. Also, if it's DayZ that you want, and you won't get it till they have a decent discount, there will be a standalone version in a few months.
They are in a tough position, they almost begged for money before DayZ, now they've been hanging around in the top 3 top sellers ever since DayZ was released (that's several months, unheard of, not even for Valve games), since they love money and their game is becoming a phenomenon like Minecraft, they have no reason to go beyond the 25% on their store, they didn't even allow 25% on Steam, they clearly want to make as much as possible.

Valve doesn't own anything except their own, they contact developers and ask them if they'd want to participate in the sale and at what particular discount, Gabe said years ago how this works, they also make some studies and sale projections for those that want.

My theory is that they'll give a bigger discount on the final or the penultimate day of the sale. This way, they can benefit off the many people caving in and buying the game at its current -%20 price tag (which is already a great deal, by the way), and cater to the legions of people who are probably waiting for this game to go on sale.

DayZ pushed me over the edge, but im still very interested in military simulation.

The problem is that ArmA II's and OA's campaign are... very average, it's not that fun, the dialogue is absolutely horrendous (Everyone sounds like an enthusiast Microsoft Sam, even when you rescue torture victims that are covered in blood and bruises), your team's AI is terrible (I think they even rival BF3, COD's and MOH's AI in terms of how bad it is) and it's not that exciting to beat any of the levels regardless of the difficulty. The MP is great and the map creation is amazing though.

To host a official server that is connected to the "hive" you need to meet a minimum requirement on the server hardware. You also need to follow the rules and so on. From what i understand people that host and play actively on servers not connected to the hive can get banned from the hive.Wait until the last day. Arma is selling really well at 20% off, so they're going to wait until the sales are almost over before snagging the hold-outs.
