WOW tried that with Cataclysm, revamped all the lower areas. Don't know if it worked or not. Not even GW2 with its upscaled reward makes people wanna go back to low level areas. This is because low level areas still dont reward high level characters enough, and that design choice so that materials only appear for the tier they are designed for. Which is awfully gamey, and really does a good job making sure that you are a prisoner of your level.
Wy would you go into low level areas expecting a decent reward? It would be silly easy to farm karma and money that way because you're one shotting everything in sight. Personally I still visit these areas because I have a very large guild with people of all levels and I enjoy exploring with them and having fun with the social aspect.
