I believe the official spec is 350 watts. But ... lol ... you want at least a 500 watt PSU. One from a reputable company like Antec, Thermaltake, OCZ, PC Power & cooling, Enermax, and most other brand names. I would rather use a quality 400watt PSU than a cheap crap 1000watt PSU.
Well, you need a mobo with a PCIe slot. Let's see here, watt else would you need?

A quality 380w PSU would run the card fine. But since it's good to have headroom, go for at least a 450. Make sure that there is adequate amperage on the +12v rail(s). Speaking of voltage rails, it's best to select a PSU with a single, high capacity +12v rail instead of a PSU with several low(er) capacity rails. Antec, Corsair, PC Power & Cooling, and Seasonic are my favourites.
