The bolded you mentioned are just a fresh coat of paint. The only relevant changes and additions I feel with this expansion pack so far are the pet battles, monk class and talent revamp (much needed btw, Cata's was atrocious).
There is absolutely no reason to raise the level cap. Actually, it does more harm than good in the long run. Particulary since devs need to add content to support the arbitary number increase.
I blame part of this massive stagnation WoW suffers from because of the dev's urge to raise the level cap each "expansion" pack (more like new coats of paint). Heck, many complaints I see about WoW these days is how stagnant the game is, especially compared to how many other mmos evolved during this time. But hopefully those dungeons an raids wont be as boring and downright uninspired as the ones in Cataclysm.
Even pet battles seem rather pointless. Why play WoW's pet minigame when I can play Pokemon whose ruleset has been refined for 5 iterations.
Do you want them to reinvent the game every expansion? That is incredibly asinine. Expansions exist to expand on the game as it already exists. If you want a new game, you need to wait for them to release a new game.
More of the same? Of course, to expect any different is absurd.
People are getting bored with WoW because it is 7 years old.
Compared to many other mmos, WoW feels very stagnated. Heck, of all the mmos I have played, WoW is one of those that have evolved the least.
I am not expecting Expansions to reinvent WoW, but what I am expecting them to do is to serve as a bit more than just a fresh coat of paint. But for the sake of comparison. Compare EQ2 to its current state, and WoW at launch to its current state. EQ2 evolved a LOT more than WoW during this time.
