Lets set Sonic the Hedgehog as an example.
Everyone first though it was good because there were so many trailers of Sonic going super fast and stuff plus some retro junk in the trailers.
Soon when its release. It's a glitchy mess where in even if you walk 3 steps, you die.
Its always the trailer or the license that really brings up the hype in games of today.
IMHO, what makes great games is a combination of orignality, prolific use of the engine, compelling story (for singleplayer) and great use or voice acting/Sound Effects.
The things that break great games are obviously bugs that don't get patched for months, online lag (for multiplayer), erratic FPS (frames per second), carrot on a stick mechanics, linearity, unlikeable characters, unpolished features, shipping delays, no marketing, boring set peices and unoriginal gameplay.
