is 15mbps fast?

As of february 08, the average speed was almost 3 Mb/s. In no way impressive, but still a lot faster than the speed in other developing counties like Uganda, Zaire and Burma. Looks like the UK is ready to step into the brave new world :PLOL, i think UK average is 1mbps... :D
