To answer your question,
If the video memory requirement is at 512 mb or below than 9800 GTX+ is better. It has a higher performing GPU and memory speed, however if the video memory requirements exceed that number the 4850 is the way to go.

thats alot thats total 116amps (that psu will allow you to have 2gtx280 in sli) . If you have the money go for it or else a good 650W-700w with 50-70amps on 12v is more than enough. Just make sure is a good brand like corsair,coolemaster,thermaltake,pc power and cooling, ocz are some good and reliable brands (never go cheap with psu )Yea i dont want to scrimp on the PSU, the one i posted the spec for is a BFG ES-800W - SLI Power Supply Unit. It seems to have good reviews on the net. After looking at everything i need to change, i wish i'd built my own computer in the first place!
Yes building your computer is always better in mine and many others opinion. :)
Don't sweat it though, the best way to buy a PSU is by brand name. Since a PSU can easily destroy your computer if it malfunctions in the wrong way at the wrong moment, it's usually worth the extra few bucks for the bigger names.
