Gamersgate and Impulse (impulsedriven). There's also GOG but it has only older games.

Impulse had Galactic Civilization 2 for like 2$ or something a bit ago, was a hell of a deal.

Seconded.

I remember buying games from GoGamer's Madness sales well before Steam's prolific sales. GoGamer changed their shipping costs though, so it's not quite as favorable to buy in games in pairs as I often did before, however, buying a larger amount is still fairly cost effective. Steam seems to have had the better deals lately -- which is unfortunate since I prefer the retail versions when available -- but either way the deals are awesome to have!
