I just got a Dell xps m1530 with T9300 2.5Ghz 6mb cache, and 8600gt 256mb, and 3 gb RAM.

I installed Company of Heroes, playing it on dx9, i set it all on Ultra 1280x800. And ran the campaign, and i got horrible performance, about 10-20 fps. I tried disabling and setting textures to high and turning off post procdessing and the other thing on off.

I have the latest nvidia driver 174.31

There's your problem.
Actually no, 8600gt is the problem.

Not at all. You need a high-end card to max it out. The 8600 is not as good at the high number makes it seem. Everything else is good though.

But lucky for you all the new cards are pushing down the prices of the older high-end cards so you can easily upgrade to an 8800GTX or 9800 series...

Trouble with all UE3 games? you say you have low fps and games don't act like they showld?never fear Epic Forums is here.

You might want to take a look here, here and here. Yeah it's UT3 but it doesn't matter because UT3=GoW and they removed troubleshooting from GoW forums. You might find your answer there, but the game should run good on your PC (not on highest settings but still.
