why my pc so slow

why whenever i launch a pc game, or start windows software,it takes more than 2 second to start. why is that?

can u explain these, i though pc hardware and windows are advanced these days. i have 2 gb ram, phenom 9950 and xp pro sp3, and a 3650 512 mb card.

If he meant 20 second(s), then that can be slow for some. I've never actually timed mine, lol, maybe 5-10 secs ?
