EDIT: Also does anyone know why non ECC ram is so much cheaper than ECC ram, should I risk it to save money?

Dodgy RAM doesn't fry anything, it normally either crashes the PC and doesn't work at all. Go with a decent brand like Corsair, Crucial etc not some unbranded PC World special.PC World like making money just like every other shop does. A lot of the people in PC World know about nothing (no offense to anyone who works at PC World and knows what there're doing).
