Windows telling me my system is not performing

I get a popup message in windows saying that I should change my visual settings to improve performance?

I am mostly just using the web or playing games?

I have the default Win7 theme set.

Any ideas what might be going on?

 

Sys:

MS Win 7 Home Prem 64bit OEM

CPU: Intel Core i5 2400 s1155

GPU: GIG GTX590

RAM: 8GB 2x4GB CMX8GX3M2A1333C9

MoB: GByte GA-P67A-UD3 (Version B3)

CORS 850W PSU

Win7 Rating: 7.4

Ignore it, it's annoying and it never goes away.

I tried every possible way imaginable to disable it and it always comes back.

 

I've actually never had that message come up on Windows 8, only on Windows 7(probably because there is no aero for Windows 8)
