Alright, I have windows vista 32 bit, and I have 4 GB of RAM installed and service pack 1. Now, I have a question. Yes, my windows vista DETECTS 4 GB of RAm, but does it use it all?

It will use it when it needs it, Ive never seen Vista use more then 3gb.

No. No matter how much ram you have, all of the ram will never be used... as long as the paging file is enabled. Which is also why you never see it go over 3gb or whatever.
