no, they cant. you cant even make as much noise as you want in your own house. there are noise ordinances in almost every city. After a certain time of day, you legally bound to keep noise levels down.

Yeah, because a bunch of guys shouting some kind of song in some arabic language at 3 AM is totally acceptable huh? Well, my neighbors seem to think so.

this being said he will possibly also get sympathy given he was set off by his neighbors ignorant comments. so he will likely be eligible for parole in 5-7years
