The BEST game is quite a subjective term. In my opinion, I'd have to say Final Fantasy X is probably my favorite PS2 game. Metal Gear Solid 2 is really good, too. Kingdom Hearts and Final Fantasy XII are also in the top five somewhere.
Everyone will have a different idea of what the "Best" PS2 game is. However, my personal favorite for PS2 is Okami. Other notable titles include MGS3, Final Fantasy 10, Shadow of the Colossus. There really is not shortage of brilliant games on the PS2.
I actually really dig all the Tomb Raiders. Well I have I, III, Legend and Anniversary and I dig all of them. I can't see getting rid of Legend any time soon, and it was the first game I picked up for the console. Well that and Onimusha.
I gotta go with Jak 2 or Okami. Sure GOW, MGS3, DMC, FFX, DQ8 and the like are great games but these two stood out the most for me because of the combination of story, characters, gameplay and overall enjoyment.
that's a hard one. personally i think that the ps2 had such a great lineup of rpg's that i can't choose one over another. persona 3, star ocean 3, FFX, shadow heats, FFXII, MGSII and III, GoW I and II and many more were so great games. that's what i like about the ps2 because it doesn't have just one top-notch game that overshadows the console.
