Best- San Andreas, most of the bias against this game is utterly moronic and stupid (I hate black people, gangsta theme, story, "Sims" like features, tra la la). San Andreas is a virtual 17 square mile playground with a ton of things to do and see. Yes the music isn't as strong as the Vices but you can't go wrong with the excellent writing from the likes of Sam Houser and Lazlow.
Second- Vice City Stories, premiering on the PS2 for a dirt cheap price, this enhanced version of the most beloved city in the series is the best way to play Vice City. You can do more things here than the original VC game such as swim, ride jetskis, and actually run businesses. The soundtrack is damn good, the best in the series. Just wait till you hear the radio program Moorehead Rides Again, funnier than most comedies out there.
Third- Vice City, this is still a great game, even though VCS is better. The story is much longer but you'll miss some of the creature comforts of every other game in the series that came out after this. Superb soundtrack btw.
Fourth- Liberty City Stories, underwhelming missions, boring story, lame characters, radio not as sharp. But it's still better than trash such as Scarface, True Crime, and all those stupid wannabes. It is better than III though.
Fifth- III, revolutionary? Yes. Groundbreaking? Yes. Deserves respect? Absolutely! But, just like FF VII, other versions of the game after were simply much better (minus X in the FF series).Many conventions done in this game have been refined now, this game simply has aged. It is worth a look just to see how GTA evolved from humble beginnings as a top down action game with really crummy controls.
There are so many GTA games you should literally be able to get all of them for the price of one.  Try finding someone on ebay with more than one.  GTA3 was kool because it put all the crap you unloacked into your base.  So everytime you died you got to load up on guns and armor and take off again. San Andreas was definately the biggest and best though. its huge and has different area's like ghetto, urban, and rural. I just wish you had weapons and armor at your houses instead of having to find them/take them/ or cheat code them. But yeah you should be able to find them for dirt cheap if you look around.
I actually tried this with friends of mine. And the best experience came when you play Vice city first and then move onto San Andreas. Trust me, it's the way to go.
If you start with GTA3 then do all the trilogy, by the end, you'll probs be a little sick of it having played all three games in succession when GTA games are meant to be played at a relaxed pace to let you enjoy the free roam environment. And if you play just San Andreas, you won't appreciate the satire in it as much as Vice City is by far the most amusing game in regards to stoyline, characters, scenery, setting and general comedic genius.
Ok than wondering if Liberity stories or Vice city stories better? I played liberity stories on psp.. that one is ok..
