I actually prefer Bully. Just keep in mind it is a much shorter game than SA. I really liked the game play and story. While there is more to do in SA, the controls sometime make me want to smash my PS3...
I would say san andreas because bully u can get caught too easily. They have too many prefects around the school. And plus u get in trouble for everything u do. But Bully is fun though. It's also a very short game.
I never played Bully,so I can't judge it.But I can guarantee that it'll last a hell of a lot longer since it doesn't have a lot of stuff.That's why I think SA gets scratched up so fast.
GTA San Andreas for sure. And if you haven't played it yet, your really missing out GTA games are classic. I wasn't very thrilled with Bully, running around a school gets boring, and there is less to do and a lot shorter game. So go with GTA, unless u just buy both

When I first bought Bully I played it from start to finish and got caught ONCE... The prefects are incredibly easy to out-run..
