Saying a game is the outright best on any system borders on stupidity in my book. GoW2 is certainly up there with the best in its genre, but what about people that hate Action Adventures?? You can hardly tell them GoW2 is the best game on the PS2. With the PS2 we are lucky to have so many great games that would stand out at the top of their respective genres.
I can barely tolerate people claiming the best RPG ever is XYZ as there are substantial differences within the RPG genre on its own. Put in all genres together and you are comparing totally different things, which invalidates whatever comparison you are doing.
When claiming the best game on a system, you might as well claim the best game in the world since both proclamations are equally useless.Â

 Action Adventure games are mainly 1 player, so there is no competition element with others. I have friends who only play sports and racing games to the exclusion all other games. They do this mainly for competition amongst each other, they scoff at the notion that I spend countless hours playing an RPG or an action game on my own, specially when I tell them I play RPGs for the plot!
Interesting opinions. That's all I was looking for. Personally to be off topic of my thread I think the most amazing game I have ever played would be Elder Scrolls IV: Oblivion :P
