Metal Gear Solid Portable Ops is a great one, as the guy above me said. However, it's a bit hard to find. Ratchet and Clank: Size Matters is only $15 at Best Buy, and it's good. The GTAs are $20 as well.
i'll tell u what NOT to buy for 20$..viewtiful joe red hot rumble..i bought it thinking it was just like the one that was released on the ps2, and it turned out to be a fighting game(an a crappy one at that!)
Well most of the good PSP are rather cheap now so you have a quite a selection to choose from. I'd suggest MHF (1 and 2), GTA (both), MGS PO, Mega Man Powered Up, and Patapon.

i found metal gear solid portable ops a gamestop for 17 dollars but i took it back
soooooooooo many choices for 20 $. i say burnout legends, but if no, gat LCS, lenghty game. or you can try patapon, never played it but i heard it's reallllly good.
