I'm pretty sure the Elder Scrolls game has been canned, but I can't remember a source to back that up, so I'll say that I "think" it's been canned. As for Devil May Cry, I have absolutely no idea. If PSP sales in Japan continue to be strong, Capcom may not have a choice but to deliver DMC.
I heard last year sometime that they had cancelled Elder Scrolls. Which is upsetting because I would love to play Oblivion on the go, but I also couldnt imagine the loading times.
