no planes, only helicopters, fewer shops(mainly becuase it's smaller), you can't get other guys to help you unless you get a unlockable bonus, also not as much clothes as San Andreas.
In my opinion GTA IV is way more serious and realistic than San Andreas. San Andreas was kinda wacky with how you could fly big commercial airplanes and fighter jets.
But GTA IV is still a great game and brings things that San Andreas didn't have such as physics and online play.

thanx but i think san andreas was kinda gangsta and that what i needed ..
Yeah, San Andreas reminded me of the good ol' gangsta days and the crew. GTAIV is more of the modern day European guy that gets out of the army and causes more havoc in Liberty City as the rest of the guys did.
Yeah they took alot out of the game but it was ok I still think they could had add it more,I guess thats why they add online play which make up a little....
