I don't think anyone was looking for best graphics we've EVER seen from this game. I think it's simply too large of a game for that to even be a reasonable hope. What I'm comparing this to are San Andreas and the enviroment, car models, and everything about GTA IV looks far better than San Andreas did to me.
Personally, I feel like pointing out issues with a trailer like framerate and tearing is just pointless. I don't care how the trailer plays, I care how the game plays. As far as I'm concerned, I don't care if the frame rate is 30fps. I'll be thrilled if it is steady, because then all that matters is the fun factor and in my opinion that's always been where GTA games have thrived.

I completely agree with your first paragraph. But I think that it is valid to air concerns about framerates and screen tear from this "latest" trailer as it is all we have to go on about how the game is progressing. I can handle a 30fps framerate so long as the game world is MASSIVE and there is no drop in the framerate.
What I find concerning is that even though its just a trailer, and cut scenes at that, it is not smooth. In fact it looked like stop go animation. I expect a lot from this game but not in the graphics department per say, more within how the game runs, enemy AI, NPC AI, physics and so on.
