You can sell stuff at any vendor. Moriarty, Craterside supply, the little food shack, the clinic. Also, there is oftentimes a caravan right outside the city that you can also sell stuff at. Just remember that the vendor can run out of caps and sometimes it will take them a couple days to get more.

I believe these are very common yet blunt obvious questions. I do advise you to interact with renegades as I like to call them in settlements and ask for directions as all vendors to tend to have an option to buy "junk" from the player.
