If storage costs are too high or something, then give every one less space (or just give the regular users less space and keep the 150MB storage capacity for the plus users). Hell, I know most would be satisfied if they just had enough space to backup their pesky copy-prohibited files. This is definitely not a feature I expected to be exclusive to premium members.

I'm not asking for all features to be free--just this particular feature. So, please, don't make baseless assumptions or feed me lines about "business"--it's insulting. And of course I'd have to pay for the feature if I want it (or more precisely, "need it," given that I have a 60gig PS3)--as if that wasn't obvious. I simply assumed that Sony could spare... hell... "at least" 10MB or so of space for every regular user so that they could back up some their copy-protected files (which are idiotic to begin with, as it's possible to limit a game save to 1 user's PSN ID but still allow the user to back up their save files--like in GT5, for instance) in case of YLOD or something of that nature. Believe me, I understand that, often times, "peace of mind" comes at a price, but in this particular case, you'll just have to forgive my "naivety" for thinking that Sony could have extended such an essential protection feature, to which there is seemingly no alternative, to all of the PSN users.
But, hey, it is a business--there's no doubt about that. In order for Sony to sell more PSN+ subscriptions, it must create as much incentive as possible. And this new feature definitely makes purchasing PSN+ a more lucrative option--especially to those who care about protection. And I do realize that "complaining" about this feature being exclusive to premium members sounds a bit "whiny," as its addition to PSN+ doesn't take anything away from the regular users, who never had the "Cloud" feature to begin with. However, that in no shape or form means that I approve or should approve of the way Sony is drawing my attention to PSN+. And last time I checked, I'm at least entitled to my opinion.
(With all of that said, I wouldn't rule out the possibility that this feature could still be given to all PSN users at a later date).
