When You start as a new character, you are not part of a gang. You must build a reputation in order for Gangs to consider you.
You can also play as a solo individual without belonging to a Gang and can hired for help.
Each Gang will have a safe zone in the heart of their turf where you can interact, purchase and just hang out without much trouble.
Your Gang's reputation can grow and Police will crack down on you more.
It would be a living world online, no matter if you are not currently playing. You may wake up one day and find out that your Gang was beat down and your turf is gone. You can look for the old members and regroup for a counter attack. Take over another weaker territory or choose to take your loses and try to get accepted by another Gang.

I think it is going to take place in the 1940s. For some reason they are focusing A LOT on the IV... i mean look at it, the fonts changed, its decorated, its not that 1970s text. For some reason i also think the IV looks a lot like a classic car ornament or model stamp.
