pop in memory stick or go to usb mode.

go into psp folder, and make a new folder call it THEME put your themes into the folder. then on your psp go to theme settigns and apply.

If you have an updated PSP some themes will not work on it.

You have to add some crazy battery hack and downgrade your PSP for them to work.

anything with just a .ptf file goes into the PSP>THEME folder (you might have to make the folder).
