I don't know if they're all gone. I think it's just completely random, much like they did the Killzone 2 beta. I received my code about 6 hours ago, so they may still be sending them out.

I've been a PSU member since 2005 and I didn't get one. Yes I've been fairly active and haven't gotten in any trouble on the boards. No idea why they wouldn't include me :(.
I received an invitation today from playstation underground, something about supporting the network... i don't know if having my PS3 downloading stuff from ps store all day affected
Wow, I just realized that I got an invitation. I guess it does not have to do with having the home theme downloaded, as I didn't and I still got it. I guess you just have to have an account on psu.
