If your psp is the 1000 series you should have an access code in the box your psp came in. If it is a 2000 series then you have to contact Sony either by email or phone. When you get your access code, go to www.yourgamingname.com and enter the information. And there we go. I had the same problem.

Some games like Killzone and Socom FTB1 need you to create a handle at www.yourgamingname.com, but with other games like Socom FTB2 all you need is a wireless internet connection.

With most of the new PSP bundles you dont get that piece of paper, you have to contact Sony and they will email it to you

It's a PAL thing.
Oh, ok. I thought the process was the same as NA but I guess not...
Well, I guess that explains my lack of a little peice of paper then.
Yeah it was an attempt by sony to unify all games into one gamertag. Only problem is not all games use it and it kind of fell apart. (The same tag is used for ps2 online games as well)
