I'm halfway through sequence 4 and I got almost half of all of the shops and quests and side missions and Rome and the borgia towers done. So did I miss something or will I unlock it very soon?
i dunno how exactly you trigger it but once you do, you can recruit them by going to their icon (a black type of cross i think, check your info) where there is a citizen under attack by a couple of guards, just beat the guards and he/she will join, the more borgia towers you take down the more of them you can recruit, i can get up to 6 at a time so far..
in any case, you should be able to tell from the icon on your map.. check for icons you havent seen yet..they're black and big (like the mission markers, but with a different icon) and everytime one of your assassins die (or you have them killed on purpose to replace them:p) and a spot comes open, you can go to one of these icons again and recruit a new one..
Can't really remember even though i only got it today but from what i can think of it's scripted into the storyline so no amount of shops and borgia towers will activate it, i would say just do the memories and you should get it.
you can get all but three recruits in one swoop if you do it right when they become available. The last three will be unlocked as you take one each of the last 3 towers.
