get your fame back up, and you'll be able to make your character use altars again. Fame points can be accumulated by doing the fighters, mages guilds, knights of the nine, and the main quest.

you can get them at alchemy stores, (All things Alchemical in Skingrad, The Main Ingredient Imperial City) or find them in random loot. Once you are good at alchemy, you'll be able to make them yourself.
