The only incite that I can offer you is that the mods you download might not work right away. I base this off the fact that when the pc users cook a mod for ps3 use, they have to select what region it is for (NA for example). So I would try looking into whether someone in your situation has already tried the mods themselves.
I'm in Australia and I've imported UT3. It works exactly as expected. I've suffered a little lag playing on servers hosted by some people. I've had no issues with lag at all on any of the Midway servers. No need to create a US PSN ID to play, and yes the 3rd person mod works perfectly fine. It plays like UT3 in the 3rd person, it is not Gears of War.
It still plays like ut3 w/ 3rd person mod but you get more peripheral vision at the cost of losing some accuracy. It helps you aim while dodging too. It looks great but the animations can be weird sometimes like swimming in the bathroom map/mod or changing from running to hoverboard bc the character is looking over the other shoulder when running but turns the other way on hoverboard. Also 3rd person camera has some issues with player models disappearing if they touch each other or walls sometimes.

the lag you get when joining another persons sever will often be a thing you run into. so it's not biggie. just the person who runs the server who has a crappy connection.
